用系统默认的工具： makecab

MAKECAB [/V[n]] [/D var=value ...] [/L dir] source [destination]
MAKECAB [/V[n]] [/D var=value ...] /F directive_file [...]
  source         File to compress.
  destination    File name to give compressed file.  If omitted, the
                 last character of the source file name is replaced
                 with an underscore (_) and used as the destination.
  /F directives  A file with MakeCAB directives (may be repeated).
  /D var=value   Defines variable with specified value.
  /L dir         Location to place destination (default is current directory).
  /V[n]          Verbosity level (1..3).

用最高压缩格式即可。

很简单:
1、先用WinRAR把WINPE.IS_解压成WINPE.ISO
2、然后用UltraISO9.2 修改WINPE.ISO后保存

3、用记事本编写一个 123.cmd 文件，在里面写入下面的内容。

makecab /d compressiontype=lzx /d compressionmemory=21 WINPE.ISO

把这个文件放在与WINPE.ISO同一个目录下，双击运行123.cmd，就可以在这个目录下生成最高压缩比的WINPE.IS_
